mariz on "550 Critical Error in FTP (Access is denied)"

i have a problem.. when i tried to make a new directory in my ftp localhost i received an error of critical error... where in fact if i upload my file on the main folder it's ok... i dont know where is the problem.. can someone help me.. tnx..
